Florida and Texas Take Steps to Remove Flock Surveillance Cameras

Florida and Texas are taking steps to distance themselves from Flock’s network of automated license plate cameras as concerns over privacy, surveillance and the misuse of sensitive data continue to grow.

Florida’s Department of Transportation announced that it will stop using license plate reader systems along state highways. The agency cited reports of surveillance misuse, privacy risks and other concerns surrounding how the technology can be used. Officials have been given 30 days to remove the cameras currently operating across the state.

The decision follows comments from Florida Governor Ron DeSantis, who recently described the expanding use of license plate tracking technology as “out of control.”

Texas has taken a similar position. Governor Greg Abbott’s office recently directed state agencies to stop providing funding for Flock cameras, pointing to several incidents involving alleged misuse of the system.

One case involved a police officer in Lufkin, Texas, who was indicted on 100 felony charges. The officer is accused of improperly using Flock’s database to monitor people without authorization. The incident has added to concerns about how easily law enforcement personnel can potentially access and misuse large-scale surveillance databases.

The exact number of Texas agencies affected by Abbott’s decision has not been disclosed. However, local reports indicate that Dallas could be significantly impacted, with hundreds of Flock cameras reportedly operating throughout the city.

    Privacy Concerns Continue to Mount

Flock’s technology has attracted criticism from both privacy advocates and residents who believe widespread vehicle tracking creates an unnecessary surveillance network.

The cameras are designed to photograph vehicles and capture license plate information, allowing authorities to determine where a vehicle has been seen and potentially reconstruct its movements over time. Critics argue that such systems can create detailed records about people who have not been accused of any crime.

Concerns have also been raised over inaccurate camera readings, unauthorized police searches and security vulnerabilities. In some cases, people have reportedly been stopped or arrested because surveillance systems incorrectly identified vehicles.

More recently, reports have suggested that Flock’s technology is expanding beyond vehicles, with systems being developed or used to help identify and track people.

Flock has expanded rapidly and now operates roughly 130,000 license plate readers across the United States. However, communities in several states have pushed back against the company. Some local governments have ended contracts and asked for cameras to be removed, while disputes have emerged over whether certain devices were later reactivated or reinstalled.

The developments in Florida and Texas represent another major challenge for the surveillance company. They also highlight a growing debate over how much tracking power governments should have and what safeguards should be required when technology can monitor millions of vehicles.

As more officials question the balance between public safety and individual privacy, Flock is likely to face increasing pressure from lawmakers, local governments and residents across the country.
